Inquiry regarding the relationship among CPU, GPU (VRAM), and RAM utilization
The 600/700 series are complete DX11 cards. The higher chance of CPU usage was probably from texture swapping, similar to your initial assumption. It might also relate to the Kepler shader compiler or command dispatcher in the driver consuming more CPU resources.
It's unusual. After switching GPUs, my CPU usage jumped from 60-70 to 100%, while the newer GPU stays under 30%. In contrast, the old GPU had full CPU usage, but I didn't experience it with the new one either. It seems the updated CPU might be handling some of the workload.
My GTX 780 operates smoothly on Dx11, suggesting the GTX 770 might have been a less capable model from the start, as 2GB of VRAM is quite limited.
