It seems other users with different settings are experiencing the same frame rate, suggesting a possible driver or game update might be the cause.
I ran a fresh install and Steam applied an update. My settings aren’t at the original 250, but I’m seeing around 150 FPS on average, with dips as low as 120 fps. It’s now fully functional.
