I really hoped that was the end of this troublesome situation. I feel like I've been closest to completely destroying my PC and giving up on gaming.

This should be your concern, as the Y70 includes a PCIe 4.0 riser cable. Open your motherboard's BIOS and adjust the PCIe setting to 4.0.

I haven't relied on an Asus desktop BIOS for a long time, but it should be fairly simple. You'd need an advanced menu (possibly moving the BIOS to advanced if it's labeled as easy or basic) and something related to PCI express configuration.

I think I got it right about the motherboard having three PCIe 16 slots, so I assumed the top one was the best. Now in GPU-Z it shows "PCIe x16 5.0 @ x16 4.0," but it didn’t solve my problem. I’m still experiencing lows around 1% as bad as 7-13 fps on splitgate 2, though my average is about 275. In Dune, my 1% drops are similar to a 20fps drop from 130.

Numerous factors can lead to system stutters, often resulting in low performance metrics. Have you checked the rest of the system? Temperatures, disk usage, disk capacity, and network status? The default settings at 14700K and 14900K should be fine after a BIOS update, though they might still strain CPU coolers. GPU benchmark results could also be affected by high ambient temperatures. Users often don't know their test conditions, and many are overclocking the Astral card instead of using it stock.

It’s normal to see big differences during lows, but this isn’t what you’re seeing.

I wouldn’t even know which software to use for diagnosing or monitoring these problems. I don’t even understand what I’m searching for—I’ve never faced an issue like this during my 14 years of PC gaming. I’m completely out of my depth.

My temps look normal, especially while gaming for extended periods, with both the CPU and GPU staying in the low 60°C range.
Regarding other components, I don’t even have a way to monitor them—I’ve never really needed to check them during builds, and everything has worked fine.

When I upgraded the PC, I replaced several parts including a PSU, case, GPU, cooler, and fans. Usually, when I changed a component like a GPU, I would install fresh Windows, but others told me you don’t need to. I did it using DDU, but I’m curious—since I’ve changed so many components, should I have installed fresh Windows? I even swapped out the CPU now, yet people still said it doesn’t require a fresh install because it’s the same socket.
