I'm worried about how my GPU's performance stacks up against others using an RTX 5090.
I replaced literally everything except for platform (new mobo, but same platform) without reinstalling windows and it was fine. The Windows install really
shouldn't
be the problem, but if you don't care about having to backup/reinstall things this is a very simple step to take to rule out software issues.
GPU-Z has a sensors tab which will show detailed GPU behavior. HWMonitor and HWiNFO can be used for CPU (I prefer using HWMonitor for this type of thing because it doesn't poll as much data so it's easier to help diagnose). Windows has resource monitor which can also catch network/CPU/disk fairly well, but it's somewhat clunky so I don't tend to use it for more than one at a time.
