I've faced the same problem before. The solution that helped me involved reinstalling Overwatch, possibly along with DDU, and updating my NVIDIA driver to version 398.36 instead of 398.82 (this seems to have resolved it). I'm using a 1070 and an 1800X.

Yea, could be this. This happened for AMD users to about a year or so a go where a driver wouldn't let us launch the game.
