The board's indicator should show CPU, RAM, Graphics (VGA), and Boot status. Fans spinning with RGB lighting if applicable.

They rotate occasionally, but the CPU can be red at times and it may get stuck during startup.

Then I'd lean toward checking the CPU or BIOS instead of the power supply. Begin by resetting the CMOS and swapping RAM one at a time, starting with just one. Use the board's HDMI for display, and take out the GPU.
