I changed the motherboard to an AsRock Steel Legend and resolved the problems. The other board seems to be working fine now.

RM1000e, though I ultimately got an as rock b650 steel legend. Resolved the problems; the gigabyte mobo rma confirmed it was fine, but I opted for a refund. Many threads had similar complaints about gigabyte.
