This directory in Steam's downloads folder is consuming more than 100GB of storage... Even without any files, it occupies the same amount on both your primary and secondary drives. If you remove it, will your game saves be lost or will you need to re-download everything?

The folder is meant to hold temporary files during game and update downloads. It seems Steam isn't cleaning up properly, so deleting it won't stop the process except to free space.

Nothing happens when downloading a game—it stops automatically. It’s simply a download directory, and it won’t impact your saves since they’re stored elsewhere (SteamApps or Documents/AppData).

It varies by game or Steam configuration. With cloud storage enabled and saves stored in the Documents folder, I can access them for XCOM and XCOM 2.

If you're worried, remove one drive and check the outcome. If everything looks fine, delete the other drive too.

If any dev has put save data in that folder you should delete that game and ask for a refund because that is beyond horrible practice.
