Sometimes files stay in the Steam folder while others go into the Download temporary folder, which can be removed. Depending on the game, it might appear in %appdata%/local, Documents/My Games, the game directory, or another location the game prefers. This inconsistency isn’t standardized and seems to vary by situation.

Some games also utilize the Steam/Userdata directory, even when Cloud storage is enabled... It's simply a backup for save files. The Savegames placement varies greatly depending on the game itself. Microsoft prefers saving them in the "My Games" folder within Documents, but developers often ignore this advice. The most common mix-up is having Settings in one place and Savegames in another, like Documents\my Games and %appdata% respectively.
