It's referred to as a bottleneck. Certain games experience a CPU bottleneck (CPU at 100%, GPU at 30%), others face a GPU bottleneck (GPU at 100%, CPU at 30%), and some have a single-thread CPU limitation. To detect the latter, open Task Manager, go to the Performance section, click on the CPU area to view the graph, right-click it and select "Change graph to..." Then choose logical processors. If one or two graphs appear significantly high, that indicates a thread-limited bottleneck.

Which processor it is matters. Higher clocks are possible, newer generations help, adding more cores can be beneficial but only up to a point, and it also depends on the game. Multitasking is especially helpful.
