Both need to upgrade to XMP memory because I have 3733MHz RAM... it doesn't really matter. Adding two more cores should help with cost, probably that's what I'm after.
Intel defines any frequency beyond those limits as overclocking.
I don't intend to purchase an M2 GEN 4 any time soon, not today or anytime soon. I've discovered some decent deals on parts, so I think it's a good idea to go with the 10th generation now. (I already have the MOBO LGA 1200.)

Upcoming graphics cards are likely to make greater use of PCIe4. Existing improvements from PCIe3 and 4 are already present in top-tier GPUs. MS direct storage advancements will also benefit more with PCIe4.
You should opt for the i9 10900 now and stop there. This processor will perform excellently for many years.
