Are you using a power-saving setting? Leaving your XPS 15 in silent mode won’t raise its performance much. In performance mode, it maintains full usage and reaches about 3.3-3.5 GHz with an 8300h rating. The 4.x GHz boost is just single-core enhancement, while all core boosts are also restricted by power limits, and maximum power is only permitted briefly.

Your thermal design appears to be affected. The 4GHz at 13% are boost clocks that don’t run all cores together, only a few or none at a time. Power limits could be the issue too. Insert your laptop and check if clock speeds increase; adjust the power plan to maximum performance.

Which notebook is this? I can enable high-performance settings in Windows, but without choosing a high cooling profile in the Dell Power Manager app, I won’t receive any further boosts. You might also want to check the BIOS for any high-performance options compared to silent mode.

Typical for a laptop. A 4.5ghz rating means the single-core boost. When more cores run at once, each gets less power and the clock slows down. More active cores also create more heat, causing thermal throttling—especially noticeable with Intel CPUs in laptops.
