It remains steady at 4 GHz under normal conditions, but drops to 2 GHz during CPU-heavy gaming sessions.

It refers to power restrictions. The claimed performance increase is misleading since it won't appear during stress testing. Common load speeds usually range from 2.6 to 3.2Ghz, varying with the laptop's capabilities.

Sounds retarted, and no fix for it? Or any way to make it run at a high speed on all cores?

Reject this idea. At 4GHz the power delivery won't work and the cooling system can't cope because it requires around 90W to keep running, which is twice the design capacity.

It makes sense since I'm struggling in nearly every match—it's not unusual for lag to occur, but the FPS is lower than I anticipated.

I'm not sure about the exact speeds of each core in your AMD Ryzen setup, but I can help you check them. You can use system information tools like Task Manager or AMD's built-in performance monitoring to see detailed core speeds. Let me know if you need guidance on how to do that!

What does it mean for each core to run at the same speed?

Sure, opt for a laptop that includes adequate cooling features.
