Turbo clock was initially active, then disabled and reset to 3.6; currently everything is functioning properly, though I have another problem that I’ll address in a separate thread. This issue has been resolved!

It differs from turbo mode. It should start at 3.6 (base clock) then switch to 4.6ghz turbo across all cores, reaching 4.9ghz on a single core (this is the default setting by Intel). In your BIOS you might see "multicore enhancement" enabled—turn it off but maintain turbo in auto mode.
