I realize I'm running late, just purchased a 9700K. However, no one mentioned the 47.90 Watt listed on the package. That's your concern. Perhaps you turned off some power-saving features in BIOS. My performance is 4.8ghz all cores, 13.80 watts idle at 29°C.

I'm using a 4.8 i7 9700k across all cores with temperatures under 35°C. It seems your water pump isn't operating as quickly as it should. Please check your Corsair IUE by Corsair and adjust the pump to balanced. It's likely fine now. I usually don't exceed 60°C even during heavy gaming, though I just noticed you're running at 1100. My pump is set to 2300 on ICE, which matches my Corsair H100 platform settings.
