While the 9700 offers solid performance, there are more affordable alternatives that still make sense in 2020. Also, H series boards aren't reliable, and even with a locked motherboard, the 9700 can still overheat your system significantly at its default speed. It won’t fail immediately, but it won’t run efficiently either. If you're focused on gaming, consider Ryzen 3600 or an i5-10600K (or 10400 if you prefer avoiding unlocked chips). For a more budget-friendly route, upgrading to a Ryzen with a B450 board or even a Z490/MSI B460 gives you flexibility. With the 9700 paired with an H310/H370, you won’t have any upgrade options left. The 9900K can fit in the same slot but will underperform and throttle heavily due to the poor motherboard design.
I understand what an IPC means and the advantage of the 3700X. My goal is to find the highest possible FPS, especially since my friend’s overclocked 3700X still lags behind his gaming PC in every game. I’m not using it for work, just for gaming, so speed matters most.
It's much wiser to choose a model like the 3300X paired with a solid motherboard. You'll be able to install a high-speed CPU that will surpass your friend's 9700 in gaming performance, because the system remains compatible with upcoming AMD processors. Unlike sticking with an outdated setup... This perspective comes from someone who has an i9 9900K on a Z390 board, with no other upgrade options except replacing the whole platform.
