a) Today I increased the CPU core ratio to 50 and it runs smoothly at 5000MHz with 1.4v Vcore (automatically). I played a game and my CPU temps reached up to 99°C, so I closed it right away... Which CPU cooler would be best for me?
1) Corsair H60
2) Corsair H100i Extreme
b) Sometimes I notice my GPU load dropping to 70% (Crysis3 Welcome to Jungle, NFS Payback Town Area, etc.)—not stuttering. Can I fix this by increasing the CPU speed to 5GHz?
3) Will my PSU be sufficient to power up my system with a 5GHz OC and liquid cooling?

If you can't spend on a quality 280mm AIO cooler such as the H115i PRO or EVGA CLC 280, I'd opt for a premium air cooler like the NH-D15.
I still believe you need to remove the CPU and use liquid metal underneath for proper cooling at 5.0GHz.
In reality, 4.7GHz would be just fine as well as 5.0GHz.
If you invest the time and money to reach 5.0GHz, then consider upgrading your CPU and motherboard to match your requirements.
I would attempt the CPU cooler first before removing the heatsink. Even something like the Cryo Ultra would significantly improve performance compared to your current setup. Do you prefer an AIO or an air cooler? Also, what case are you using?
If you upgrade your RAM from 2933 to 3200, will it resolve the GPU load dropping problem?
I would address the thermal problem by swapping out the CPU cooler. The throttling might be responsible for reduced GPU utilization. I wasn't able to locate the maximum allowable height for the CPU cooler in your model.
