I completed an hour run in AIDA64 with core #2 maxing at 76 degrees, core #1 at 75. The fan profile on my CPU cooler was set to normal. Are these temperatures acceptable or should I lower my OC? Voltage is at 1.29.

And still no improvement in temp? Try adjusting the fan curve a bit, push it to the highest rpm there is just before it gets too loud for your taste, if the temps are still high you unfortunately might just have a bad overclocker on your hands

Weather conditions are acceptable, it was aida64, so the likelihood of the CPU handling intense loads is low. What CPU cooler are you using?
EDIT: Usually you don’t want to keep a CPU running at very high temperatures for long, but I’ll only worry about temperatures exceeding 80°C. Particularly with an Intel chip that tends to stay cooler!

The temperatures are decent, it was aida64, making it unlikely for the CPU to handle heavy loads. What cooler are you using?

This clarifies why the overlclock runs hot, your green settings are fine.
EDIT: it remains a good cooler, though it won't produce jaw-dropping temps during overclocking.

I notice people using 4.5ghz OC with 212 EVO continuously. Is your chip just a poor silicone choice? Should I reduce my OC or adjust the voltage?

That explains the high temperature for the overlclock, your in the green dont worry.
You make it sound like the 212 EVO is not a good cooler. Is it not one of the best air coolers? Ive seen it as the standard against what liquid coolers are compared too.

Silicone lottery, not every chip overclocking process works the same, your thermal paste could be causing issues. Take out the cooler and reapply fresh thermal paste to check for changes. The temperatures might not be ideal, but they’re not harmful. Try reapplying the paste again; if nothing improves, reduce the voltage slightly.
