And still no improvement in temp? Try adjusting the fan curve a bit, push it to the highest rpm there is just before it gets too loud for your taste, if the temps are still high you unfortunately might just have a bad overclocker on your hands

I would lower the voltage as much as possible until it loses stability. After that, increase it slightly. It's not necessary to generate extra heat.

It's acceptable while gaming, but you might want to invest in a better cooler or consider changing the thermal paste if it's been used for a while.

I lowered the voltage to 1.26 and turned the fan up to maximum, barely hearing it. The highest temperature reached was 70.

I lowered the voltage even more to 1.24v, but during the stress test in aida64 it displays a higher value of 1.36. What could be causing this discrepancy?
