Adjusted to 1.35v, configured primary timings—tested at that voltage since assembly. Check SPD in BIOS; likely settings 16-18-18-38 or similar.

I verified it first, but the VGA indicator remained active. After removing the Radeon drivers, I reinstalled them.

I checked the signs for a dead CMOS battery and it matches what you said. You faced issues with time and date, and sometimes you couldn't start the system.
