I owned a fully functional gaming PC for roughly three years without any problems, regularly playing competitive games at a high level. One day, after a Windows update or some input lag, the delay affected not just the games but also my mouse and keyboard. Since then, I've been attempting various fixes—basic to advanced—and none resolved the issue. Eventually, I replaced the GPU, CPU, motherboard, and power supply, keeping the old 32GB RAM (3600Mhz). However, the delay persisted. I then upgraded to a new monitor with a 240Hz refresh rate and 1ms response time. Despite these changes, the lag remained. I even swapped my mouse back to the original model, but the problem continued. I've tried different Windows installations, but nothing seems to help.

My current setup includes: RTX 4070Ti, i-5 14600KF, 32GB RAM (3600Mhz), PSU: Gigabyte P650G, 650W 80+ GOLD ATX (new), 1TB SATA NVME SSD with 7GB read speeds, and a 2TB hard drive. My keyboard is the Steelseries Apex Pro, paired with a Logitech G Superlight mouse.

I’m still unsure what might be causing this issue.

The input delays might relate to a configuration option. It could also stem from certain keyboard shortcuts used during gaming.
Mouse pointer speed might be influencing this.

Verify all personalization settings.
Begin with "WIN" + "I".
System > Personalization > System Components > Bluetooth & devices > Mouse
Also review the Accessibility configurations (options).
Navigate through the different windows and menus.
Make adjustments one at a time, recording what you change, the location, and both the old and new settings.

Have you attempted a new Windows installation on a brand new SSD to eliminate issues with the OS or the drive? A budget 120GB SATA SSD would suffice.
Most components have been updated except the RAM. Have you completed a full MemTest86 to verify the memory remains flawless? Even a single error indicates further investigation is required.
Consider using a different (cheap) wired keyboard and mouse just in case the current ones are defective.

The issue is that the input delay remains constantly enabled. Every time I move my mouse or press the keyboard, the delay persists, making it hard to determine exactly when it occurs since it's always on.

I have old RAM and I'm considering swapping it with my new one, but I'm unsure how my RAM ended up in this situation []. One day, something unexpected happened and my normally smooth machine began experiencing input delays that were always present.

It means using the recommended tools and searching for entries, events, etc., that took place right before or at the start of the delays. Possible causes include corrupted software, faulty drivers, misconfigurations, or a problem update. Reflect on when you first noticed the delays and look through logs and records then. You might also try using "dism" and "sfc /scannow" to identify and resolve any problematic or corrupted files. Also, examine Task Manager under Startup to see if any unknown processes are launching at boot. Additionally, review the Task Scheduler, as certain running tasks could be triggering the delays. Attempted backups, updates, or software installations may have failed.

I can review the system logs despite having completely wiped the computer and reinstalled Windows. If that's possible, I'll proceed; otherwise, I expect no entries from my current machine since the wipe cleared all data.
