I can't rely on the task manager for live performance tracking. Instead, I use MSI Afterburner to show CPU, GPU and temperature stats while gaming. You might also want to try user benchmarking to compare your setup with others having the same hardware. If you get similar results everyone else is getting then everything should be functioning properly.

The BIOS reset to defaults didn't resolve the issue. You likely bypassed the normal steps—perhaps you didn't verify the temperatures first.

A laptop remains a type of computer. I’m not sure what other possibilities you imagine it could be. According to the information I’ve gathered, Quick CPU loses its configuration when it powers off and on. Have you rebooted your device since this issue started? Have you thought about removing Quick CPU altogether?
