I understand that. When you enable power saving, it might affect your overclocking as well. Check what happens. Does your BIOS have an Adaptive Voltage choice? (The other options are Override and Manual).
I plan to try turning on the power saving mode later, but I’m not sure yet. I’ll ask again about power saving options.

What is your power configuration in Windows? I used the performance mode before, but it kept running at overclocked speeds. After switching to balanced, it slowed down properly.

What is your power setting in Windows? I had my previous setup at performance and it kept running at overclocked speed, but when I changed it to balanced it slowed down as expected. You tried that too. Now they're still at balanced with the minimum processor state at 5%.

What is your power setting in Windows? I had my old installation set to performance and it kept running at OC speed all the time. When I switched to balanced, it downclocked as it should. I believe turning on Cool and Quiet might have resolved the issue. I usually idle around 1.4ghz, but sometimes it spikes and the fan spins faster. When loading a program, it goes up to 4.6ghz (which is my overclock now), and everything seems fine. Is 1.404V for Core Voltage on CPU-Z too high or is that acceptable? Thanks for your help—I’m just planning a stress test.

1.404v sounds typical. 1.20v would be extremely low. I would verify with realtemp, aida, hwmonitor, amd overdrive, etc., to compare their readings. For the FX processor, 1.45v is usually considered safe for continuous operation. There is a setting in Windows Power Options that defines minimum and maximum CPU power usage. You should set the minimum at 100%, but it makes sense to keep the lowest possible at 5% or even lower. Power saving, balance, or high performance shouldn't be priorities; the CPU must still be able to adjust its speed accordingly. I am using high performance mode and it still throttles down and up without problems.

When checking temperatures, rely on AMD Overdrive. All other factors are even less dependable.
