I increased the speed to 4.4ghz but it remains locked at that frequency even when not running.

I increased the clock speed to 4.4ghz but it remains locked at that frequency even when not running. Could you assist?
I understand that. When enabling power saving mode, it might reduce your overclock as well. Observe the results. Does your overclocking BIOS include an Adaptive Voltage feature? (The remaining options are Override and Manual)
I adjusted the settings to achieve a higher performance. Other modifications were also made. Basic overclocking could lead to similar outcomes.
DonkeyOatie asked about the overclocking method used. He mentioned watching a video on the topic and noted he's still learning. He also shared that he disabled 'cool and quiet' and C1E, asking whether to enable 'Cool and quiet'. Additionally, he said he only increased the multiplier and voltage gradually.
DonkeyOatie reviewed the thread you linked. It covers the details more clearly than I could. Some CPUs let you achieve a low idle, while others don’t. I went through it but it looks like overclocking isn’t reaching its full capacity. My issue is that my computer keeps running at overclock even when idle. Else I might have misread it.

Now that my overclock is working well, I plan to enable Cool and Quiet so I can conserve power most of the time yet still reach those high GHz speeds when needed.
