What version are you setting up—Steam or Retail? I noticed issues with the Steam edition when using special characters in usernames during installation. The solution is to set up a different user account.

I'm fetching the update from Social Club, but it doesn't relate to the user file. During installation, the memory increases continuously, and I need to reboot the PC for it to reset to zero.

Enable virtual memory by opening PageFile, disable automatic pagefile setup across all disks. Choose your C drive, go to System Management, set the size, confirm with OK several times, then restart the system.
