What OS does the laptop currently have? Does it have Windows 8 and you are trying to do the 8.1 upgrade through the Store? Does it have Windows 7 currently and you are trying to install Windows 8.1 from disc/USB? What laptop is it? Model number, specifications?

I'm trying to boot it via usb. Because I can't get into the OS itself, apperently there is nothing on the HDD atm It HAD Windows 8 I'm trying to get Windows 8.1 via usb. The HP Probook 430

What firmware are you referring to? For that software, you can install it in Windows by running the executable and adhering to the provided steps.
