I just put the new hard drive in, plugged in the Windows 11 ISO file from a USB stick, but the computer won't start. I checked the BIOS settings and turned on the USB boot option, even though it was already set to the top spot. But when I try to pick from the menu, it only shows "EFI File" and there is no choice for USB.

It looks like that was meant for Windows 10, but you can't actually start right away with just the ISO file. Have you checked the steps in the guide I mentioned earlier?

Nope, I used to have an old computer that ran Windows 11. It's all good now.
