I attempted to lower the NVIDIA driver to the December version and adjusted the C states, but neither action resolved the issue.

I resolved the issue by uninstalling the GPU driver with DDU in safe mode and then installing the 566.36 driver via nvcleaninstall. The sleep mode functioned properly afterward.
