Need advice on improving my laptop since its performance is declining. My device is an HP ZBook with an Intel Core i7-5500U CPU running at 2.40GHz and 8.00 GB of RAM installed. It runs a 64-bit operating system on an x64 processor.

Chances are pretty high that you would be able to find a decent refurb that was much newer and on Windows 11 in the neighborhood of $150-200 (give for inflation). I commonly look for refurbed business type laptops on Newegg and if you are comfortable with B grade they would be closer to the lower estimate on price.
Unless you can find some used RAM (and maybe an SSD on the cheap) I wouldn't spend towards doing anything to the current model.
