Need advice on improving my laptop since its performance is declining. My device is an HP ZBook with an Intel Core i7-5500U CPU running at 2.40GHz and 8.00 GB of RAM installed. It runs a 64-bit operating system on an x64 processor.

Your laptop, likely from 2015 or '16, appears outdated. Could you clarify its current purpose—games, studies, work, or just web tasks?
Do you plan to retain it or replace it with a newer model?
Also, the assumption that performance is declining might stem from an old Windows setup and limited SSD space. Is it possible to reinstall the operating system?

Chances are pretty high that you would be able to find a decent refurb that was much newer and on Windows 11 in the neighborhood of $150-200 (give for inflation). I commonly look for refurbed business type laptops on Newegg and if you are comfortable with B grade they would be closer to the lower estimate on price.
Unless you can find some used RAM (and maybe an SSD on the cheap) I wouldn't spend towards doing anything to the current model.
