This is not a UAC alert. UAC is used to elevate tasks to Administrator level. The situation you're experiencing relates to the Smart Filter security feature. Microsoft has blocked the digital signature of the publisher, often due to a compromised signature and a new one being issued. This typically occurs when digital signatures are leaked and reused by unauthorized parties.

This can happen if pirated software contains altered code that has been re-signed with a leaked signature. It might also occur if the software has been modified and re-signed, possibly due to viruses or malware.

SmartScreen may also affect valid documents. If you’re certain the file is fine, you can remove the warning by turning off the SmartScreen filter. Your Windows account might require admin privileges for these adjustments, I’m not certain. To turn off SmartScreen: Settings -> Update & Security -> Windows Security -> App & browser control. In the opened window, adjust the tick boxes to Off for each option that disables SmartScreen: Check apps and files, SmartScreen for Microsoft Edge, SmartScreen for Microsoft Store apps. The setting that bothers you is the "Check apps and files" option—set it to Off. To disable UAC: First, open the start menu and type "user account control." Click the search result labeled "Change User Account Control Settings." Slide the bar down to the "Never notify" section and press OK. Confirm any pop-up that appears. Alternatively, go to Control Panel -> Security and Maintenance -> Change User Account Control Settings. Depending on your Control Panel layout, you may need to follow additional steps.

Both UAC and SmartScreen were disabled manually, yet installation still failed. It worked when the software was updated, but now it doesn’t launch properly. The picture indicates all three settings are turned off. The update was successful initially, but reinstalling didn’t help. The original version functioned correctly.

The message might be linked to Windows Defender. Consider disabling it via the group policy editor.

It’s frustrating they don’t let you skip the warning. I’ve tried every step, but it doesn’t work. I think you can access the built-in admin account, though finding a free way that won’t cost much is tough.

Is your PC account not an admin role? I'm wondering this after turning off UAC, SmartScreen and Windows Defender, since I assume Windows shouldn't block installation then.

You might want to temporarily disable your antivirus if you have one active. If you need administrator privileges, enable it using these steps: 1. Press WIN+R to open the Run dialog, type in lusrmgr.msc and press OK. 2. In the Local Users & Groups window, select Users in the left sidebar to view all accounts. 3. In the middle section, right-click the Administrator account and choose Rename to assign your desired name. 4. Right-click the Administrator account again and select Properties. 5. Ensure the options “User cannot change password,” “Account is disabled,” and “Password never expires” are unchecked, then click OK. 6. Click the Administrator account again and choose “Set Password” to assign a new password. 7. Restart the computer so the updated settings apply, then log in with the super administrator account. After installing your desired software, you can reverse these actions to re-enable the super admin account if needed.
