You need to press Del to access the BIOS, otherwise Windows will start normally. Make sure you're using the right settings for your upgrade.
Consider using a PS/2 connection if your motherboard allows it, or switch to a different USB keyboard.
Check if it supports USB3. If yes, switch to USB2. If only USB3 is available, disconnect and reconnect, then restart. Alternatively, connect via a PS/2 adapter.
Access BIOS or UEFI setup using standard steps: Power on the PC while the firmware initializes, then press F2 to enter. If the system boots quickly, remember to press F2 at the right moment. You can also reach UEFI settings through Windows 8 or 8.1.
