My 970 easily pushes the default 300 fps with a 4790k. Are you sure VSync is turned off? (No double or triple buffering either.) How does the CPU perform—per core, not total usage? And what about the GPU? Also, any OS details, NVIDIA driver version, resolution, or other factors that might impact FPS?

Set the maximum frame rate to zero and keep it at the standard 300. Your GPU might be upgrading its clock speed.
