Advise against running Bethesda titles above 60 FPS because of Creation Engine problems. That limit exists for a good reason.

Try changing your game's settings to adjust the frame rate. If needed, switch between lower and higher resolutions or use a different display mode to see if it stabilizes at 39 fps.
