You need to remove RM, reset the CMOS, and adjust DOCP and live life. It makes even more sense to take it off. As mentioned, 5900X at the standard setting can be cooled naturally with an air cooler.

I experienced a comparable problem on my system. Whenever any individual core workload increased, it would immediately rise to around 70°C. Even minor actions like opening a browser caused such a significant jump. Multicore operations didn’t trigger such extreme spikes. From my observation, the CCDs in the 5900X aren’t optimized for binning. You generally need to supply more power to this chip compared to the 5950X, despite having fewer cores. I recommend using Ryzen Master to monitor temperatures without altering settings. I had to return my CPU due to an unrelated issue, and the replacement was easier to manage. If your chip reaches 70°C quickly and then stabilizes, it’s typical for the 5900X. Conversely, if you notice excessively high temps during sustained tasks, your cooler may be faulty—possibly due to incorrect tension, insufficient paste, or thermal paste issues. Edit: Reducing the CPU’s maximum power to 99% causes about a 1.5GHz slowdown per core task. That likely explains the performance drop. If you ran your system at full performance before, it might also affect clock speeds since the CPU can’t downclock anymore.

It might be due to the high TDP Ryzen design, even on AM4. These chips are built to handle performance, so higher CPU speeds often come with increased heat. Any workload pushing them to higher frequencies could be a natural result of that. What monitor are you using and what is its refresh rate?

It's smooth at 1200p and 60hz now, but it only works when I interact with it. Opening a Chrome tab brings it up to 70, then drops back. Loading a game does the same. The fans react quickly and it's quite bothersome.

Looks like some power issue when max is 100% that locks all cores at max boost whatever the load Check CPU clocks with this settings, I believe that at 100% they're all 4.5GHz or so

They’re set to the standard, nothing changed there. Just leave it there. Add a cooler and keep it cool. That’s the plan.

It does that using the default power plan? That's odd unless someone adjusted the BIOS settings. In any case, it's better to use the 99% plan; the 1% won't have any impact.
