It sounds like either your pump from the AIO is dead or not plugged in / setup in bios, or there isn't near adequate contact between the CPU and heatsink. EDIT: Also when installing the AIO, did you remove any plastic cover / film from the heatsink?

Examine his central voltage – it’s 1.444V. Just one core is running at full speed, while the others remain idle. That explains why his temperatures are so high.
It seems he’s likely adjusting the system to around 1.25v settings, possibly using Auto or Ryzen Master. The changes should be made to reflect that.
It's typical for an X CPU to have been up to 1.48 with PBO installed. The 68°C minimum suggests the heatsink or waterblock isn't fully seated, likely due to uneven cranking. Adding more thermal paste isn't necessary—just a rice-sized amount in every area is sufficient.
It's completely normal, my 5800x can reach up to 1.5v on its own but it doesn't get such high temperatures. As others mentioned, this is likely due to one of these issues: pump not connecting properly with the CPU, incorrect mounting, leftover protective film, toothpaste residue, weak pump performance, trapped air in the pump, pump not fully plugged in or spinning too slowly—check the pump RPM, and ensure good front airflow when idle.
Thanks for the response! I purchased the pre-built PC since I lack experience with assembly. That means I’m uncertain about their installation process. However, I can hear the water pump operating, so the issue likely lies in the connection between the CPU and the heatsink.
