Thank you for the response! I'm open to adjusting it. However, it's possible it could be a poor choice.
You can investigate now, really easy to do, that mounting is foolproof, all you need to do is unwind one end so you can declip it from the base mount. Once you can remove the waterblock, check out the paste pattern, if there's a big lump on one side, that means there's uneven distribution. At this point all you need to do is examine if the paste are dried up or not, if it still have some moisture (i assume it does), you can put it back. Now crank / wind both side evenly, turn it slowly until you have some resistance, and turn it half way. Run the pc, check the temp, if it still hovers around 60c, turn it half way again, do this until you get around 40-50c which is the ideal idle temp for this cpu. When you are satisfied with the idle temp, run a benchmark, i suggest Prime95 for at least 10 minutes, the temp should not be over 85c.
Not expected to be normal during idle. With the same cooler, CPU, and auto settings but different fans, idle temps drop to around 50°C. Load temperatures may reach up to 80°C (especially on CCD1) under identical voltage conditions.
