I was just looking at this yesterday. I partially understood it: I tried it myself with simulated 4k (DSR) and Witcher 3. I managed to keep a steady 40 to 50 FPS in Witcher 3 at 4k using just 1070. But some adjustments had to be cut, like ambient occlusion. I see that you can reduce texture quality, anti-aliasing, and other effects down to medium without problems, even getting a smooth feel. I noticed ambient occlusion was still there—it stood out clearly. The grass view distance is another aspect that needed more tweaking than the in-game options, requiring deeper changes to density without affecting draw distance. So it’s not all what it seems, but you can definitely handle most games with 1080 and even get decent results with 1070, though you’ll see more than it’s credited.
Only thing I really care about being on ultra are textures. Then it's normally AA and shadows that I turn down. And foliage density if the option is there.
I had to skip one option in Witcher 3—it was completely impossible to play!
