It seems like the connection might be limited for downloads. Speed checks generally work well. Are you located in the United States? If yes, does your area have good spectrum availability? You could share this with your ISP.

I’m from the mainland UK. I called EE this morning and they said they don’t slow down speeds unless you exceed the “fair use” threshold, which I’m not.

It might be related to the download servers. If you're in the UK, your internet needs to go through mainland Europe if those servers are there. If local ISPs exist in your area, check them out. Otherwise, I can't suggest much more. I'd probably get a new router, which could fix the issue.
