I run the same CPU with a stock cooler, but I've set an undervolt of -0.0750v. During gaming, max temperatures reach around 75°C. It’s not really idling at 60°C—it spikes up to 55-60°C in quick bursts. This seems to be the normal behavior for these processors. I’m worried about how long this will last after repeated power cycles. You might try setting the minimum CPU state in power settings to 5% to see if it drops further, though it may slow down when it powers off. Check the idle temperatures; I’ve learned to accept this. My previous Intel CPU lasted ten years and 50,000 hours, still working. If it fails, I’ll be furious with AMD’s support. If it holds, I’ll consider buying back AMD again.

Power cycling is due to the tracking application. Every time the software pings the CPU for data, the CPU goes into a high performance state. Hence why it's considered normal. The cores are actually idling but the clocks jump and voltage jumps so as to report nominal operation to the application. This is also why most tracking software is considered broken as it cannot interpret data properly

Use Ryzen Master to see how your CPU performs. Usually, when load numbers are below 80, it means you're in a good spot—idle times are almost useless since thousands of background processes keep running, making real idle impossible.

It seems typical... 3700x idle when operating at 50% maximum load, capped at 75%.

I gathered this from a news source. It seems HwMonitor isn't reliable, and it differs from CPU-Z in its approach. Even Ryzen Master might show errors. HWInfo64 could be a better option.

HWiNFO and Ryzen Master remain the best options for Zen. HWMonitor has been nonfunctional for a long time—they never updated it. Since it reported FX at 1526123*C, it’s an extremely poor tool, only matching Speccy in its flaws.

It seemed nearer to the FX release schedule, I believe. The FX processor didn't provide accurate reports until around 40 cents. The issue was more about the CPU temperature algorithm than the monitoring software.

My case is similar to what happened last year. It remains unresolved on many sites. Even with my latest i7, the output looks like -415*C
