Stick with the stock CPU cooler for now as it's really good. As for the PSU & GPU what is your remaining budget for them? Also what monitor will you be using?
*Change your memory to 2x16gb instead of 4x8gb as it will perform better in dual channel.

Honestly I don't know the exact model of the monitor because I'm out of country atm. It is Acer tho I think 20 inches. Reccomend me high quality parts I can change the monitor down the line too. I can get the best psu but gpus are kinda expensive atm so idk.

It's a bit overkill, even a good quality 650W unit would be plenty for the RTX 2080 ti, anything higher is usually for dual GPU's which is a waste of money nowadays as the driver support is terrible.

So should I get a 650 ? What about a premium quality gpu that doesn't have it's price inflated

Yup, the Seasonic Focus Gold Plus is a excellent PSU and has a 10 year warranty. As for the GPU it depends on your resolution, at 1080P/60hz I'd get the RX 580. At 1440P I'd get the GTX 1070/RTX 2060. At 4K I'd get the GTX 1080 ti/RTX 2080 (ti).

Is there gonna be a difference in the stream quality if my monitor is currently 60hz and not 144. Only that would make me upgrade. Atleast for now I would like to upgrade as soon as I start making money off of it.

Not really, as long as it's a smooth 60hz stream I see no issue.
