Displaying slow performance and high fan rates suggests a possible issue with the GPU, likely a failing capacitor or resistor. Your GPU temperature remains stable during load, so thermal problems are unlikely. It might be time to replace it.

Stay informed, I've encountered the same problems I've tried before: new power supply, dust removal, verified all connections, replaced RAM/GPU/CPU, reinstalled Windows.

Your friend gifted you a GTX 970, and you've been using it for three hours without issues. You're considering a clean driver install—was it safe to assume the GPU isn't the issue, or could the 970 be drawing insufficient power from your 750W PSU?
