My friend's MSI Night Blade has an upgraded i7-7 700K processor, just 8GB of 2400MHz RAM and an RTX 2070. All his games run on his SSD, and despite my best efforts, he hasn't seen much improvement in FPS. In games like Fortnite, he's getting 80-100 FPS even with all updates applied. He's thinking about buying a completely new PC because of this problem. I joined this forum hoping to connect with someone skilled in computers to assist him. My Discord is noltez#3210 if anyone wants to message me. Thanks.

Does the monitor connect to the appropriate graphics card?

Use a hardware/GPU monitoring application such as GPU-Z or MSI Afterburner to observe changes during game loading. Check if the GPU is adjusting its clock speed accurately, and verify the status of the CPU and GPU memory.

Have you reviewed the system usage, examined the operating system, or attempted a new installation?

Review his temperature readings and the activity of his CPU, GPU, and memory during playtime. Also, note the display resolution he's using. The standout aspect would be his RAM—8GB works, though it's not very quick (is it dual channel?) and could be affected by background processes. Don't mention the power supply or motherboard. Unless his monitor is 120Hz or higher, he's likely seeing more frames than visible, so I wouldn't worry about that...

He uses a 144hz monitor and plays comp. He works with a 1920x1080 setup. Power supply details are unclear; I'll wait for his response, assuming the default one that comes with the Night Blade.
