I don’t think so, but I’m pretty sure you shouldn’t have any issues with Fallout 4 at medium-high settings in 1080p. Probably not a problem at all.

Previously possessed a 6100 (currently still own) R9 290. Played GTA V with high settings without issues. All those should function properly.

GTA is something I already own, but online it causes a lot of lag, which is why I'm looking for alternatives.

You could boost your RAM by adding eight more gigabytes. If you choose the i5 processor, it should perform well—just keep the Witcher 3 settings at medium for optimal performance. Your 1060 i7 might only reach about 40 fps in Novigrad on ultra settings.

Witcher 3 works well on lower configurations. Disable GameWorks settings, as they conflict with your AMD graphics card.

It operates smoothly below 55 degrees under full stress, remaining almost silent unless you really strain it. Mine stays off its fans until around 40 degrees, so it stays quiet during normal use. You can push it a bit faster, but the built-in clock is already near the top end of 480s.
