Here is some extra info: Things went wrong on Wednesday night when the internet stopped working (June 15th, 2022). I have used this exact same computer and setup here for almost two years now and it works fine for me. I can watch Twitch streams without a problem. I even tested my internet speed and checked for packet loss, but there is none of that happening. Verizon said they found no issues with my connection speed or when checking packets on their end. I have a PS4 connected wirelessly to this PC, and it loads content from YouTube or Netflix fine too. I cleared the cache in Google Chrome. It's working just as bad when I use Microsoft Edge instead of Chrome. My computer specs are: Windows 10 Home, an AMD Ryzen 7 1800X processor, 16 gigabytes of RAM, and a Gigabyte GTX 1080 graphics card. Thanks so much for any help, this has been super frustrating because I use my PC to watch media more often than I do with my PS4 attached to the TV.

Streamable and Vimeo work great for me, but YouTube and Netflix are still acting up even when I watch them at 144p.

I made an account just to say that I'm having the exact same issue as everyone else, even right after the big outage on Wednesday. My PC can't load full 144p videos over ethernet because it's slow. But my laptop on Wi-Fi gets smooth playback at 1080p. Both Twitch and speed tests work fine for me too. I actually thought this problem happened before a while ago, maybe once or twice in the last year. It was all happening with Verizon Fios.

I live in Columbia, and that's making me think something might be wrong with the internet service provider even though I've tried everything to check for bugs on my computer.

I got a free service called proton to run from my computer. It has servers in the United States and I think only streaming services need a paid plan. There are no ads and it follows Swedish data protection rules or something. YouTube is now working fine with this active, on a New York server. My download and upload speeds seem to be around 10 Mbps lower with about 10 higher ping but it's better than having to open a proxy anytime I want to watch a YouTube video for more than 5 seconds per minute at 144p lol. Going to be able to test tomorrow if this issue affects all computers connected via ethernet in the house or just mine. YouTube has only been working for me when I use it with a proxy or on a vpn so my ip is changed, i don't know anything about computers or internet but that seems like an important detail

That's kinda cool, though not a perfect fix for me. I was playing videos from YouTube with VLC media player and it didn't work on every single one. I chatted with my boss at the office about it and he said to try resetting my internet stack. I'll go do that when I get home today.

I think it might be a browser problem, but maybe some other stuff on your computer could be causing it too. Twitch and YouTube normally use normal HTTPS sessions. But things outside like from your internet provider look just like regular encrypted web sessions except they stay open for a long time and have way more traffic. They can stop you by using your IP address, but that would affect all your computers at once. Could it be an adblocker? I know Twitch tries hard to force their ads past ad blockers. You could try booting up a USB Linux image, but if that works, then the problem is just something strange in Windows somewhere. It's unlikely this is hardware because that would stop all kinds of video. Maybe it's the firewall or virus software, so I guess you should try turning off that.

I've tried three different web browsers and turned off every single extension, even the ones that block ads. I don't use a special security program besides Windows Defender, and I haven't changed anything with my firewalls or network ports.
