That's one of the funniest things I heard in a while.
Did you ever play it? or just look at our forum, everyday there is a new post with somebody complaining on how badly GTA V runs for him.

The PC port’s performance has notably improved compared to GTA IV’s initial release. Nevertheless, the 6300 and single-channel RAM continue to hinder the user's experience, irrespective of the original platform's design.

Optimize CPU clock speed. Otherwise, without changing the CPU, RAM, or motherboard, do not expect further FPS increases.

Use to play it all the time now only once in awhile. Most issues with GTA V are caused by inadequate hardware, unrealistic performance expectations, lag and ping problems (in multiplayer), third-party mods, too many background programs, or buggy pirated copies.

I am hoping to stabilize the FPS, as previously I had a GTX 750 Ti 2GB and the game ran at a solid 45fps consistently, sometimes reaching 70fps. The CPU isn't a significant issue; it’s simply necessary to optimize it.

I realize I don't require maximum graphics settings; I simply desire smooth performance and hope to derive some enjoyment from the game until GTA 6 is released, at which point I will rebuild my PC.
