It's not prohibited to use macOS inside a virtual machine on Apple devices starting from Snow Leopard Server. However, running macOS outside of Apple's official hardware violates the EULA. A dedicated unlocker can enable virtual environments for this purpose.

It goes against Apple's policies and agreements, yet individuals keep trying anyway. This is why platforms like tonymacx86 become necessary.

There are alternative choices available, but since we won’t assist with or guide users on downloading games or media through torrents, we also can’t provide support for MacOS in that regard.

There exists a method to obtain macOS from Apple's servers without owning a Mac, though I'm uncertain about sharing it in this context.

There are two approaches to begin crafting a Hackintosh. One involves purchasing a 10.6.3 Snow Leopard copy directly from Apple (around $20 USD or $31 AUD) and using detailed instructions to assemble a functional system, for example on TonyMacX86. The other method uses an existing Mac to create a USB drive with the OS installed through the App Store, again following similar guidance. I’ve attempted the first route but encountered hardware issues that forced me to switch to the second option later. Keep in mind that neither method ensures a guaranteed working setup, and you’ll likely face repeated failures before achieving success.

This approach isn't ideal because the equipment is outdated. It's also better to avoid TonyMacX86's methods, as their patching techniques complicate future updates.
