He focused mainly on the higher voltage bands, not the full 3950x range. Observing the degradation over time isn't something you'll see immediately, but it's unlikely to last long-term.

users have observed performance dropping after brief exposure to voltages above 1.34v. therefore, it's generally believed that 1.325v is the safe upper limit.

stock performance operates at 1.25v during full core boost. Elevated voltage is typical when current demand is low.
