You have just four cores, four threads, a basic CPU setup, limited RAM, and only eight gigabytes of storage. Running GTA V on an HDD isn’t recommended. Upgrading these components would make a big difference, especially the RAM.

Having only 8GB of RAM in a single channel isn't beneficial, and it's unclear what the RAM frequency is.

Start by adjusting the settings to their lowest level. SavageNeo has a good point about RAM. Then consider moving up to a quad-core processor. Finally, think about upgrading to a GTX 1650 Super or better.
