Consider trying additional games and observe their performance. If it remains solely focused on GTA, consider pruning it and reinstalling it.

If it's a 960 with 2gb of VRAM and he's attempting to start it in a resolution it can't handle due to limited VRAM (assuming around 2gb or less, it likely won't go beyond 720p). Adjusting the .ini settings to launch at 720p might help.

They have 2GB VRAM, but you need to lower the texture settings in GTA V, which might be causing the VRAM issue and leading to crashes.
